Student Ombudsperson

Article 16 of the current Statute of the University of Bari Aldo Moro (Rector’s Decree no. 3687 of 11.10.2024) provides for the role of the Student Ombudsperson, including it among the University Guarantee Bodies and defining its duties and powers.
In order to ensure the protection and effective enforcement of students’ rights, the Student Ombudsperson is responsible for:
a) intervening to protect any student who considers their rights or interests to have been harmed by abuses, malfunctions or delays attributable to decisions or to actions, including omissions, by University bodies and offices. The Student Council or individual students may обратиться to the Student Ombudsperson, who, in accordance with the relevant regulations, issues an opinion and, where appropriate, intervenes by reporting to the competent bodies on a case-by-case basis;
b) ensuring, examining and monitoring student-managed educational activities in the fields of culture, cultural exchanges, information, sport and leisure;
c) establishing the criteria for the evaluation, funding and monitoring of student-managed activities, after obtaining the mandatory opinion of the Student Council and the Academic Senate;
d) submitting proposals and expressing opinions on matters concerning the implementation of students’ rights;
e) submitting an annual report on activities carried out to the Academic Senate and the Student Council.
The Ombudsperson’s acts are not binding.
The procedures for appointment and the duration of the mandate are established by the General University Regulations.
Current Student Ombudsperson
The current Student Ombudsperson for the 2023/2026 academic three-year period is Dr Antonia Bellomo (Rector’s Decree no. 3641 of 11.10.2023).
The Ombudsperson’s Office is located on the second floor of the Centro Polifunzionale Studenti, Piazza Cesare Battisti – Bari, and receives by appointment only, to be requested via email: garante.studenti@uniba.it
How to contact the Student Ombudsperson
Pursuant to Article 16 of the University Statute, students regularly enrolled may contact the Ombudsperson by sending a request to the institutional mailbox: garante.studenti@uniba.it using their own account nome.cognome@studenti.uniba.it.
The request must specify the reason and include the necessary references, preferably using the designated form.
After assessing the request, the Student Ombudsperson may schedule an appointment, indicating the place, date and time of the meeting.
Anonymous reports will not be taken into consideration.
Maximum confidentiality is guaranteed to applicants in all communications with the Student Ombudsperson.
Reports not within the competence of the Student Ombudsperson
Requests for general information must be addressed to the URP or to the competent offices directly.
Violations of national or European Union regulations that harm the public interest or the integrity of the University may be reported by the following subjects:
- volunteers and trainees, whether paid or unpaid, who carry out their activities at the University of Bari;
- PhD candidates and research fellows working at the University of Bari, as they are comparable to trainees, using the whistleblowing mechanism.
