REGULATIONS ON STUDENT CONTRIBUTIONS

EU STUDENTS

Students who are citizens of European Union Member States are treated as equivalent to Italian citizens, in accordance with the Prime Ministerial Decree (DPCM) of 30 April 1997 and subsequent amendments and additions.

NON-EU STUDENTS

Students who are citizens of non-EU countries and have been legally residing in Italy for at least one year are treated as equivalent to Italian citizens, in accordance with the Prime Ministerial Decree (DPCM) of 30 April 1997 and subsequent amendments and additions.

Students who are citizens of non-EU countries coming from particularly poor and developing countries (the list is provided in Ministerial Decree (D.M.) of 11 June 2019, no. 464), and who are in a condition of proven economic hardship, certified by the Italian diplomatic representation in their country of origin stating that the student does not belong to a family known to have high income and high social status (Art. 13, paragraph 5 of D.P.C.M. 9 April 2001), are required to pay a fixed all-inclusive contribution of €200.00, in addition to stamp duty and the minimum amount of the regional tax for the right to university education, to be paid in a single instalment at the time of payment of the first instalment.

STUDENTS WITH ASYLUM AND/OR REFUGEE STATUS, INTERNATIONAL AND HUMANITARIAN PROTECTION

Students with asylum and/or refugee status, international, subsidiary or humanitarian protection are fully exempt from paying the all-inclusive contribution.

EU AND NON-EU STUDENTS

EU and non-EU students may apply for a reduction in tuition fees compared to the maximum amounts based on the economic situation of their household:

  • if they have income and assets in countries other than Italy, they must submit to the relevant Student Office, within the deadline set in the Regulations on Student Contributions, a request for an ISEE PARIFICATO for access to student benefits through an affiliated CAF/CAAF (tax assistance centre);
  • if they have income and assets in Italy, they must submit, within the deadline set in the Regulations on Student Contributions, a request for an ISEE for access to student benefits at any CAF centre or online via the INPS website.

EU AND NON-EU STUDENTS WITH REFUGEE OR SUBSIDIARY PROTECTION STATUS

Students with asylum and/or refugee status, international, subsidiary or humanitarian protection benefit from full exemption from the all-inclusive contribution and are required to pay the regional tax and stamp duty at the time of enrollment/registration renewal.

ISEE PARIFICATO

International students whose household resides wholly or partly in their country of origin and whose income and assets are produced exclusively abroad, as well as foreign students residing in Italy with employment income below €6,500 and with a household residing abroad, must submit an ISEE PARIFICATO to the relevant Student Office by contacting an affiliated CAF/CAAF (tax assistance centre). The service is free of charge for the student.

The procedure to follow is indicated in the ISEE section of the UniBA portal. The request must be submitted to the CAF/CAAF within the deadline set in the Regulations on Student Contributions. After this deadline, a penalty of €50.00 will be applied for late submission of the ISEE PARIFICATO.

To obtain the ISEE PARIFICATO, students must go to an affiliated CAF/CAAF (tax assistance centre), bringing the required documentation.
