Residence permit and stay regulations

To live in Italy, you will need the following documents

What it is:
A personal identification code issued by the Ministry of Economy and Finance.

What it is used for:

  • University enrollment
  • Opening a bank account
  • Access to the healthcare system
  • Signing a rental contract

How to apply:

  • Abroad: at the Italian diplomatic or consular representation
  • In Italy: at the nearest Revenue Agency (Agenzia delle Entrate) office, presenting a valid passport

For EU citizens and some non-EU countries, a passport is sufficient. It is always recommended to check the website “Viaggiare Sicuri”.

Having valid healthcare coverage in Italy is mandatory, also for obtaining a residence permit within 8 days of arrival.

Available options:

A) National Health Service (SSN)

Provides:

  • Full healthcare coverage
  • Free general practitioner (GP)
  • Specialist visits and diagnostic tests

Cost: €700 per year (payment via form at the relevant local health authority – ASL)

Required documents:

  • EU citizens: payment receipt + TEAM/EHIC card or Form E106
  • Non-EU citizens: payment receipt + tax code + passport + receipt of residence permit application + self-declaration of residence + university enrollment

B) Private Insurance Policy

  • Covers all risks for the duration of the study programme
  • Does not allow registration with the SSN or selection of a GP

Medical expenses often need to be paid upfront and are reimbursed later.

For non-EU citizens:

First application:

  • Must be submitted within 8 days of arrival in Italy
  • Through the Immigration Portal and by collecting the application kit at a “Sportello Amico”

Required documents:

  • Passport
  • 4 passport-sized photos
  • Study course documentation
  • Health insurance receipt

Renewal:

  • Start at least 60 days before expiry
  • Same procedure, plus:
    • Proof of financial resources
    • Updated university enrollment

For EU citizens:

  • No residence permit required
  • Stay up to 3 months with a valid ID

After 3 months:
Registration at the Municipal Registry Office (Ufficio Anagrafe)

Required documents:

  • Passport or ID card
  • Self-declaration of university enrollment
  • Proof of financial resources
  • Health insurance receipt

Necessary for managing finances, including:

  • Debit/credit cards
  • Online banking
  • Checkbook

Required documents:

  • Valid ID
  • Valid tax code
  • Certificate of residence (if required)
  • Valid residence permit (for non-EU citizens)

Requirements:

  • At least 18 years old
  • No history of commercial bankruptcy
  • Initial deposit required

Bank opening hours:
Usually 8:30–13:30 and 15:00–16:00
